As you would be aware, the NSW Government has issued a Public Health Order to help reduce the spread of COVID-19 infection.
Within the order, it states that the two-person rule does not apply to a gathering necessary for a person to fulfil a legal obligation.
As JP services fall under this exception, a JP can continue to perform JP functions, provided they comply with social distancing measures.

New COVID-19 regulations
The NSW Attorney General, Mark Speakman, has introduced new regulations to enable legal documents to be witnessed remotely so that face-to-face contact is reduced during the COVID-19 pandemic. This change is in addition to the ability to provide services in person.
As a NSW Justice of the Peace (JP), we can now witness statutory declarations and affidavits in real time via audio visual link (AVL). A scanned copy of the signed document can be sent to the witnessing JP. The JP then signs the document as soon as practicable after witnessing the signing of the document.
All tasks associated with witnessing can also be satisfied via AVL.
The changes have been introduced under Section 17 of the Electronic Transactions Act and will be in effect until 26 September 2020, subject to any further regulation.
